This is not a new customs requirement
Travellers have been legally required to declare certain goods and currency to South African Customs for many years.
As part of its ongoing Customs modernisation programme, SARS introduced the electronic Traveller Declaration through its South African Traveller Management System (SATMS) in 2022. During the initial implementation period, many travellers continued using paper declaration forms.
From 1 July 2026, SARS has moved to an online declaration process for most travellers, replacing the paper-based system.
Who needs to complete the online Traveller Declaration?
The requirement generally applies to most travellers entering or leaving South Africa by Air, Land, Sea and Rail.
This includes:
- South African citizens;
- South African permanent residents;
- Foreign nationals.
Parents or legal guardians are responsible for completing the declaration on behalf of minor children.
When should the declaration be completed?
According to SARS guidance, travellers should generally complete the Online Traveller Declaration within 24 hours before travelling.
For travellers arriving in South Africa on connecting flights, SARS recommends completing the declaration within 24 hours before the final leg of the journey into South Africa.
What must be declared?
Depending on their individual circumstances, travellers may need to declare:
- Goods exceeding applicable duty-free allowances;
- Currency or bearer negotiable instruments above prescribed legal limits;
- Other goods or items that South African Customs legislation requires to be declared.
Ordinary personal belongings, clothing and standard luggage generally do not need to be declared simply because you are travelling.
